The owner of a home and community-based services company has been arrested for Medicaid provider fraud, according to a statement released by Florida Attorney General Ashley Moody’s Medicaid Fraud Control Unit.
The owner of Minors Helping Hands Support Services, Leslie Diane Minor, is accused of defrauding Florida Medicaid out of over $12,000 by billing for services that were never provided.
“This home and community-based services provider overbilled Medicaid by more than $12,000. Her company billed for services not rendered to disabled adult patients for over a year and a half. Our Medicaid Fraud Control Unit put a stop to her scheme ripping off taxpayers and the Medicaid program,” said Moody.

According to the investigation, Minor owned Minors Helping Hands Support Services, a Jacksonville-based company that assisted with day training for adults with developmental disabilities. During the time period of June 2019 through December 2022, Minor billed for services never rendered to four Medicaid recipients causing a total loss to Medicaid of $12,335.
The Jacksonville Sheriff’s Office assisted in the arrest of Minor, who faces one count of Medicaid provider fraud, a second-degree felony.
Attorney General Moody’s MFCU will prosecute the case through an agreement with the State Attorney’s Office for the Fourth Judicial Circuit.
