Senator Rick Scott (R-FL) has teamed up with a group of GOP lawmakers to reintroduce the Falun Gong Protection Act, a bold legislative push aimed at curbing the Chinese Communist Party’s (CCP) forced organ harvesting, particularly targeting Falun Gong practitioners.
Announced Monday, the bill seeks to slap sanctions on individuals complicit in these gruesome practices, demands a detailed report from the Secretary of State on China’s organ transplant policies, and bans U.S. collaboration with the CCP in this field as long as the regime remains in power.
Scott, joined in the Senate by cosponsors Ted Cruz (R-TX), Roger Marshall (R-KS), Ron Johnson (R-WI), Mike Rounds (R-SD), and Thom Tillis (R-NC), emphasized the urgency of confronting what he calls one of the world’s worst human rights abusers.

“The Chinese Communist Party is made clear by its persecution of Falun Gong practitioners and forced removal of organs,” Scott said in a statement. “The United States and every freedom-loving nation must take a stand and demand accountability for those responsible for this religious persecution and forced organ harvesting, and work to put an end to Communist China’s blatant human rights violations. I’m proud to join my colleagues on this legislation as a critical call to action.”
The Falun Gong Protection Act zeroes in on a decades-long campaign by the CCP against Falun Gong, a spiritual practice rooted in meditation and moral teachings that exploded in popularity in China during the 1990s, only to face brutal suppression starting in 1999.
Reports from human rights groups and a 2019 independent tribunal have documented the systematic harvesting of organs from imprisoned practitioners, often killed on demand to supply China’s lucrative transplant industry—a practice condemned as a crime against humanity.

Senator Ted Cruz, a leading voice on the bill, framed it as a moral imperative. “China’s persecution of Falun Gong practitioners is an attack on religious freedom and human rights,” he said. “It’s long past time to dismantle the CCP’s state-sponsored organ harvesting industry. I urge my colleagues to join me in countering these human rights violations and ensuring the CCP is held accountable.”
In the House, Rep. Scott Perry (R-PA) is spearheading the companion legislation, echoing the call for action. “The United States, as the beacon of freedom around the world, cannot be silent when the Chinese Communist Party is engaged in systemic torturing, incarceration, and forced organ harvesting of Falun Gong practitioners,” Perry declared. “The CCP and its enablers must be held accountable for these atrocities.”
The legislation builds on prior efforts—a version passed the House unanimously in June 2024 but stalled in the Senate—reflecting growing bipartisan outrage over China’s actions.

Beyond sanctions, it mandates an annual report to Congress detailing the CCP’s organ transplant practices, a move aimed at exposing the scale of the abuse and pressuring Beijing to end it.
The ban on U.S. cooperation signals a broader intent to isolate China’s transplant system internationally until the CCP relinquishes power.
