Senators Rick Scott (R-FL) and Maggie Hassan (D-NH) today introduced the Decoupling from Foreign Adversarial Battery Dependence Act, a move aimed at bolstering national security and revitalizing domestic manufacturing.

The legislation seeks to reduce America’s reliance on Chinese-made batteries by prohibiting the Department of Homeland Security (DHS) from procuring batteries from six companies owned and operated in Communist China.

Senator Rick Scott emphasized the strategic importance of the bill, stating, “America is entering its Golden Age with President Trump back in the White House, and that means prioritizing American manufacturing and self-reliance. Communist China is doing everything it can to achieve global dominance and is willing to harm Americans and businesses, manipulate our supply chains, and breach our cybersecurity in the process. With our nation currently sourcing a majority of its batteries from Chinese-linked manufacturers, we’re subject to a major, unnecessary risk to our national security. I am proud to introduce the Foreign Adversarial Battery Dependence Act to help secure our national security and take a stand against Communist China looking to take advantage of American consumers. I look forward to this critical legislation becoming law.”

Senator Maggie Hassan echoed the call for enhanced security and domestic resilience, noting, “Our national security should not require reliance on components made by adversaries like China. This bipartisan legislation will help safeguard both our supply chains and our national security by preventing the Department of Homeland Security from purchasing Chinese batteries for the devices and technology that keep Americans safe.”

The proposed legislation is a direct response to concerns over cybersecurity vulnerabilities and supply chain disruptions stemming from reliance on foreign-manufactured batteries.

It also reflects a broader legislative effort to decouple critical technology sectors from adversarial nations. In the House of Representatives, Congressman Carlos Gimenez is spearheading a similar legislative push, ensuring that the initiative has cross-chamber support.

If enacted, the bill would not only fortify U.S. security but also stimulate American manufacturing by directing demand toward domestically produced batteries. Proponents of the act argue that reducing dependence on Chinese-made components is essential for protecting sensitive technologies and maintaining a competitive edge in the global market.
