U.S. Representative Greg Steube (R-Fla.) has called on Small Business Administration (SBA) Administrator Isabel Guzman to provide transparency regarding disaster loan funds allocated to noncitizens, amid reports that SBA disaster assistance has been paused due to funding shortages.

With the SBA’s announcement that new disaster loans are on hold until Congress approves additional funds, Steube is demanding clarity on the number of “qualified aliens” receiving SBA disaster relief funds.

“It’s unacceptable that as Floridians struggle to rebuild after three major hurricanes, disaster relief funds may be going to noncitizens while American citizens are left waiting,” said Rep. Steube. “The Biden-Harris administration has expanded parole programs for illegal immigrants. How many individuals admitted under these lenient policies are now eligible for SBA disaster relief? Particularly now that the SBA has exhausted their disaster loan program funds, it’s critical that the SBA is transparent about how much funding they’ve distributed to noncitizens.”

He voiced concern that while Floridians face recovery challenges following recent hurricanes, aid may be awarded to noncitizens over American citizens who now await critical recovery assistance.

Steube’s letter specifically requests data on the number of disaster loans awarded to “qualified aliens” in 2024, the allocated funds, and details on whether the SBA tracks loan distribution among the eight noncitizen eligibility categories defined by federal law. According to 8 U.S.C. § 1641(b), “qualified aliens” can include permanent residents and individuals with temporary legal status, among others.

Rep. Steube has requested that the SBA provide this information by November 8, 2024, allowing Congress to assess the program’s fund allocation and determine further actions.
