Congressman Aaron Bean (FL-04), Chairman of the Early Childhood, Elementary, and Secondary Education Subcommittee, has introduced H.R. 8649, the Transparency in Reporting of Adversarial Contributions to Education (TRACE) Act. This legislation aims to safeguard America’s K-12 schools from the aggressive and systematic threats posed by foreign adversaries.
The TRACE Act builds upon the Parents Bill of Rights Act by ensuring parents are informed about foreign funding influencing their child’s classroom. It also introduces measures to deter foreign nations from attempting to influence America’s youth.
Congressman Bean stated, “American schools are for education, not espionage. We cannot allow our students—the future of our great nation—to be corrupted by foreign adversaries who are systematically and aggressively attempting to influence our nation’s K-12 schools.”

The legislation comes amid growing concerns about the influence of foreign-sourced curricula in American schools, particularly those allegedly connected to the Chinese Communist Party (CCP). The TRACE Act would mandate that parents be informed of any foreign-sourced or funded curricula as a condition for their child’s school receiving federal support.
Congressman Bean believes the TRACE Act is a crucial step in protecting the integrity of America’s education system and ensuring that students are not exposed to propaganda or misinformation from foreign adversaries.
