Carlos Abreu, a 36-year-old resident of Sunrise, Florida, has pleaded guilty to a series of federal offenses, including identity theft, illegal voting, firearms possession, and passport fraud.
The guilty plea was entered in two consolidated federal cases and encompasses charges of falsely claiming United States citizenship to register to vote, using a United States citizen’s name to vote, possessing firearms as an alien without lawful status, making false statements in support of a passport application, and aggravated identity theft.
Court documents reveal that Abreu entered the United States without inspection and in 2007, assumed the identity of a victim identified as “C.R.V.”

From 2007 until his arrest in August 2024, Abreu impersonated “C.R.V.” in interactions with federal, state, and local government agencies.
The victim, “C.R.V.,” is a United States citizen residing in Puerto Rico and unaware of Abreu’s actions.
Abreu obtained a Florida driver’s license in 2007, registered to vote in 2016 and 2020, and admitted to voting in federal elections in 2016 and 2022, all under the stolen identity.
Furthermore, Abreu admitted to obtaining a Florida concealed carry permit in “C.R.V.’s” name and purchasing four firearms.

He also confessed to attempting to obtain U.S. passports for his two minor daughters and himself in 2021, using “C.R.V.’s” name and personal identifying information without any lawful authorization. Abreu is scheduled to be sentenced on June 10, 2025, by U.S. District Judge David S. Leibowitz.
He faces potential maximum penalties of up to fifteen years for the gun possession count, ten years on the passport counts, five years on the voting counts, and a mandatory minimum of two years for aggravated identity theft.
