The bill, sponsored by Senator Keith Truenow and Representatives Kaylee Tuck and Danny Alvarez, garnered strong bipartisan support in both the House and Senate, paving the way for sweeping reforms designed to safeguard farmland, bolster agricultural education, and provide crucial support to the state’s vital agricultural sector.
Commissioner of Agriculture Wilton Simpson expressed his profound satisfaction with the bill’s passage, stating, “This is one of the most significant legislative victories for Florida agriculture in a generation. We’re defending our farmers from ESG-driven financial discrimination. We’re securing farmland for future generations and protecting property owners from drone harassment. We’re expanding disaster assistance for our food producers. We’re putting proven science behind agricultural water quality efforts and investing in the young people who will carry this industry forward through FFA and 4-H. We’re combating illegal immigration by creating strict legal worker eligibility requirements for farmworker housing. The legislation, championed by Commissioner Simpson, represents the most far-reaching Department of Agriculture and Consumer Services (FDACS) legislative package ever enacted. Its key provisions address a wide range of critical needs within the agricultural community:
Protecting Farmers from ESG Lending Discrimination: The bill prohibits financial institutions from discriminating against agricultural producers based on environmental policies or set emission targets, ensuring fair access to capital for Florida’s farmers.
Supporting Farmers Impacted by Natural Disasters: Recognizing the vulnerability of the agricultural sector to severe weather events, SB 700 enhances disaster recovery programs for producers affected by hurricanes and other natural disasters.
Protecting Florida’s Working Agricultural Lands: The legislation includes measures to preserve valuable farmland, granting the state the ability to return solar fields back into agricultural production. It also protects private property rights by prohibiting the use of drones on or near agricultural lands, addressing concerns about potential harassment and disruption.
Supporting Agricultural Workforce Housing: Aiming to support the essential agricultural workforce, the bill prohibits local governments from banning housing for legally verified agricultural workers on bona fide farms. Furthermore, in a move to combat illegal immigration, SB 700 establishes strict legal worker eligibility requirements for farmworker housing and implements penalties for violations.

Educating Florida’s Future Farmers: Recognizing the importance of cultivating the next generation of agricultural leaders, SB 700 protects 4-H and FFA programs in local schools from restrictive local government zoning laws, ensuring these programs can maintain agricultural facilities on school property. Additionally, the bill supports FFA participation through scholarships for annual dues and educational opportunities.
