Florida Governor Ron DeSantis announced key appointments and a reappointment to the St. Johns River State College District Board of Trustees on Friday.
The appointments include Nick Primrose, Tammy “Chereese” Stewart, and Cyrus Zomorodian, along with the reappointment of Willard “Jud” Sapp Jr. These appointments are subject to confirmation by the Florida Senate.
Nick Primrose
Nick Primrose, currently serving as Chief of Regulatory Compliance for the Jacksonville Port Authority, brings extensive legal and regulatory expertise to the board. Previously, he held positions as General Counsel for the Florida Division of Emergency Management and Deputy General Counsel for the Executive Office of the Governor.

Active in community leadership, Primrose serves on the SelectFlorida Board of Directors and was the former Chair of the Florida Elections Commission. He holds a bachelor’s degree in political science from Lake Forest College, a master’s in public management from DePaul University, and a juris doctor from Barry University.
Tammy “Chereese” Stewart
Tammy Stewart, the Assistant County Manager for the Clay County Board of County Commissioners, has a long history of public service and community involvement.
She previously served as an elected Clay County Commissioner and remains active in numerous organizations, including the Clay County Development Authority, Clay County Cattlemen Association, and Florida Planning and Zoning Association. Stewart holds a bachelor’s degree from Texas A&M University and a master’s degree in educational leadership and administration from the University of North Florida.
Cyrus Zomorodian
Cyrus Zomorodian, an Assistant State Attorney in the Fourth Circuit State Attorney’s Office, brings a background in law and professionalism to the board. He has previously served on the Florida Bar’s Standing Committee on Professionalism.
Zomorodian earned his bachelor’s degree in political science from American University, a master’s degree in political science from the University of Alabama, and a juris doctor from Samford University.
Willard “Jud” Sapp Jr.
Willard “Jud” Sapp Jr., reappointed to the board, is the Owner of W.J. Sapp & Son, Inc. A U.S. Navy veteran, Sapp has also served on the St. Johns County Day School Board of Trustees. He holds a bachelor’s degree in business from Florida State University.
These appointments reflect Governor DeSantis’ commitment to ensuring experienced and diverse leadership in Florida’s higher education institutions. With their collective expertise spanning law, education, business, and public service, the appointees are expected to play a critical role in advancing the mission of St. Johns River State College.
The appointments await confirmation by the Florida Senate.
