The Florida Department of Law Enforcement (FDLE) announced the arrest of Theodore Burbank Pappas, Jr., 47, of Fernandina, on multiple felony charges related to child sexual abuse material (CSAM).
Pappas was arrested on April 4th and faces the following charges:
- 13 counts of possession of child sexual abuse material
- 1 count of transmission of child sexual abuse material
- 1 count of unlawful use of a two-way communication device
The arrest was the result of an FDLE statewide initiative focused on locating and arresting individuals targeting children and sharing CSAM.

The FDLE investigation began on July 24, 2023, when agents received a cybertip from the National Center for Missing and Endangered Children (NCMEC) regarding an online account uploading files depicting the sexual abuse of children.
The investigation revealed that the uploads originated from Pappas’s account, registered in Nassau County, and that Norwegian Cruise Line employed Pappas.
FDLE obtained an arrest warrant, and the Los Angeles Port Police arrested Pappas on April 4th. He is currently being held at the Los Angeles Police Department Detention Facility without bond, awaiting extradition to Florida.
The Office of the State Attorney, Fourth Judicial Circuit, will prosecute the case.
