Florida Attorney General Ashley Moody has issued warnings to four voice service providers accused of facilitating millions of illegal robocalls. As a key member of the Anti-Robocall Multistate Litigation Task Force, Moody is taking aim at companies suspected of violating state and federal consumer protection laws.
In a coordinated effort, the task force has shared its investigative findings with the Federal Communications Commission (FCC), which may initiate further action against the companies.
The warnings highlight widespread transmission of scam robocalls, including those impersonating government agencies and prominent corporations.

The task force’s investigation zeroed in on four providers:
- KWK Communications, Inc.: Between 2020 and 2022, KWK Communications received 129 traceback notices for routing calls associated with Internal Revenue Service (IRS) and Social Security Administration scams, auto warranty fraud, and utility scams. In a single month in 2022, KWK allegedly routed over 20,000 illegally spoofed calls and more than 8.7 million calls using invalid caller ID numbers.
- Inbound Inc.: This provider received 63 traceback notices over two years, with calls tied to imposter scams. In one month alone in 2022, Inbound allegedly routed more than 28.4 million scam robocalls advertising DirecTV and cable discounts. The Federal Trade Commission (FTC) previously issued a cease-and-desist order to Inbound for similar activity.
- AKA Management, Inc.: AKA Management faced 129 traceback notices for facilitating scams, including those impersonating government agencies and tech-support services. In one month in 2022, the company allegedly transmitted 12.1 million robocalls from scammers claiming to represent Amazon and Apple.
- CallVox LLC: CallVox received 47 traceback notices and was implicated in transmitting robocalls to individuals on the Do Not Call List. These calls often used spoofed telephone numbers, further violating telemarketing laws.
As part of our Anti-Robocall Multistate Litigation Task Force, we have been investigating several voice service providers and have concerns about companies that are allowing millions of scam robocalls to ring through to Americans’ phones,” said Moody. “We’re putting these companies on notice that their actions may violate state and federal consumer protection and telemarketing laws.”

The letters to the providers warn that continued transmission of illegal robocalls could result in further legal action by the task force.
Robocalls remain a persistent problem, with billions of scam calls targeting Americans each year. Scammers often impersonate trusted organizations to steal personal information or money. The Anti-Robocall Multistate Litigation Task Force, which includes attorneys general from across the country, is working to hold voice providers accountable for their role in facilitating these scams.
The task force’s findings and collaboration with the FCC represent a critical step toward disrupting the robocall ecosystem.
If the four companies do not address their involvement in facilitating scam robocalls, the task force may pursue further legal actions, potentially leading to significant fines or other penalties.
Consumers are encouraged to report illegal robocalls to the Federal Trade Commission and to remain vigilant against scams involving unsolicited calls.
