A Brevard County couple is facing criminal charges for allegedly defrauding hundreds of Floridians through their pool contracting business. Charles and Kristin Black, owners of Legacy Pools, are accused of running a scheme that spanned nearly three years and resulted in over $2 million in losses for customers across multiple counties.

According to an investigation by the Florida Attorney General’s Office, the Blacks collected large sums of money from customers for pool construction projects but instead used the funds for personal expenses. Many customers were left with unfinished pools and unfulfilled contracts.

The investigation revealed that Legacy Pools operated between October 2019 and August 2022, primarily in Brevard, Orange, and Osceola counties. In addition to misappropriating customer funds, the Blacks are accused of falsifying permit applications in Brevard County to avoid paying approximately $48,000 in fees.
