Florida Commissioner of Agriculture Wilton Simpson today spotlighted the 2025 Florida Farm Bill, a sweeping legislative package that includes a controversial proposal to prohibit the addition of non-water quality additives, such as fluoride, into the public water supply.

The bill aims to ensure that public water systems deliver only clean, safe drinking water, while leaving the choice of fluoridated water to private manufacturers and consumers.

Commissioner Simpson emphasized the importance of personal choice in health decisions, drawing parallels to lessons learned during the COVID-19 pandemic. “If COVID-19 taught us anything, it is that government has the ability to force health decisions without our consent based on emerging facts,” Simpson said. “Public water systems should be about fresh, clean, safe drinking water – not a means for delivering government-prescribed medicine without the consent of the consumer.”

The proposal has garnered support from key lawmakers, including Senator Keith Truenow and Representatives Kaylee Tuck and Danny Alvarez, who argue that Floridians deserve transparency and autonomy over their health choices.

“Nobody is thirsty for unnecessary additives. Safe, clean drinking water is our chief goal,” said Senator Truenow. “Prohibiting fluoride in public water systems ensures that individuals and families have the final say over their health.”

Representative Tuck echoed this sentiment, stating, “Floridians deserve full transparency about the health impacts of what goes into their water and the freedom to make their own health decisions for their families.”

Representative Alvarez added, “Floridians have spoken loud and clear: government and bureaucrats do not get to make decisions that affect their long-term health without their say. Water is supposed to be safe, clean, and free of political decisions that have long-term ramifications on the health of their children and families.”

The 2025 Florida Farm Bill, sponsored by Senator Truenow and Representative Tuck, extends far beyond the fluoride proposal. It is a multifaceted piece of legislation designed to support Florida’s agricultural industry, enhance consumer protections, and address a range of issues under the purview of the Florida Department of Agriculture and Consumer Services (FDACS). Key provisions include:

Preserving Florida’s Working Agricultural Lands

  • Returning decision-making authority for solar farms on agricultural land to local governments.
  • Clarifying tax structures to incentivize dual-use solar farms that also support working agriculture.

Protecting the Future of Florida’s Agricultural Industry

  • Prohibiting financial institutions from discriminating against agricultural producers based on environmental policies or emission targets.

Reducing the Burden on Florida Farmers

  • Proposing a ballot initiative for Floridians to vote on a total exemption of tangible personal property taxes for agricultural properties.
  • Exempting agricultural materials used in best management practices from state taxes.

Reloading Florida’s Commitment to the Second Amendment

  • Streamlining the concealed weapon license process to eliminate red tape and delays for gun owners.

Increasing Florida’s Emergency Preparedness

  • Establishing a retail fuel registration program to ensure a reliable fuel supply during emergencies.
  • Creating a grant program for fiscally constrained counties and evacuation route areas to purchase generator power switches for fuel stations.

Supporting Florida Consumers

  • Launching an “Honest Services Registry” to highlight charitable organizations that do not solicit funds from foreign countries of concern.
  • Prohibiting charities engaged in political activities from registering with FDACS to solicit contributions.
  • Banning the mislabeling of plant-based products as “milk” or “meat.”
  • Requiring businesses to clearly mark prices on all items, eliminating outdated laws that allowed optional pricing.
  • Closing the loophole for the sale of psychedelic mushrooms.
  • Creating a state felony for stealing checks from mailboxes.

Educating Florida’s Future

  • Protecting 4-H and FFA programs from local zoning laws, ensuring schools can maintain agricultural facilities on their properties.

The 2025 Florida Farm Bill represents a bold vision for the state’s agricultural industry and its consumers. By addressing critical issues such as land use, emergency preparedness, and consumer transparency, the bill seeks to strengthen Florida’s economy while safeguarding individual freedoms.

The proposal to prohibit fluoride and other medical additives in public water systems has sparked debate, with proponents framing it as a victory for personal choice and critics questioning its potential public health implications.

As the bill moves through the legislative process, it is expected to generate significant discussion among stakeholders and the public alike.
