FBI Warns Chinese Threats To U.S. Infrastructure, Security Are “Upon Us Now”

The Chinese government’s aggressive stance towards the United States has raised significant concerns about the security and integrity of the nation’s critical infrastructure.

According to FBI Director Christopher Wray, the Chinese government is preparing a “bold and unrelenting” threat on U.S. infrastructure, targeting key sectors such as water treatment facilities, energy grids, transportation, and information technology.

“The PRC [People’s Republic of China] has made it clear that it considers every sector that makes our society run as fair game in its bid to dominate on the world stage, and that its plan is to land low blows against civilian infrastructure to try to induce panic and break America’s will to resist,” he said in remarks at the Vanderbilt Summit on Modern Conflict and Emerging Threats in Nashville on Thursday.

Understanding the Chinese Threat

The Chinese government’s motives behind targeting U.S. critical infrastructure are twofold: wealth and power. FBI Director Wray emphasized that the People’s Republic of China (PRC) considers every sector that makes American society run as fair game in its bid to dominate on the world stage.

By attacking essential infrastructure, the Chinese government aims to induce panic and break America’s will to resist. This broad and unrelenting targeting strategy has far-reaching implications for the United States’ national and economic security.

The Potential Consequences

The implications of a successful attack on U.S. critical infrastructure are severe. Water treatment facilities, for example, play a crucial role in providing clean and safe drinking water to millions of Americans.

A cyberattack on these facilities could result in contaminated water supplies, endangering public health and safety.

The Chinese government is also targeting energy grids. Disrupting the power supply could lead to widespread blackouts, which would affect hospitals, emergency services, and the functioning of businesses and homes.

“The fact is, the PRC’s targeting of our critical infrastructure is both broad and unrelenting,” he said. And, he added, the immense size—and expanding nature—of the CCP’s hacking program isn’t just aimed at stealing American intellectual property. “It’s using that mass, those numbers, to give itself the ability to physically wreak havoc on our critical infrastructure at a time of its choosing,” Wray said.

The economic impact of such an attack could be devastating, with potential losses amounting to billions of dollars.

Transportation systems, including air traffic control and railways, are also vulnerable to cyberattacks. A successful breach could disrupt travel, leading to chaos, and pose a significant risk to public safety.

FBI’s Response to the Threat

The FBI recognizes the gravity of the Chinese threat and is taking proactive measures to counter it. Director Wray emphasized the importance of partnerships, joint operations, and private sector vigilance in combating the Chinese government’s aggressive actions.

The FBI urges private companies, which own most of the critical infrastructure, to share vital information about potential adversaries and their activities.

Moreover, the FBI is actively countering the Chinese threat through resources from all three missional spheres: crime, counterintelligence, and cybersecurity. This comprehensive approach ensures a robust response to the multifaceted challenges posed by the Chinese government.

Cyberwarfare and Emerging Threats

Considering the increasing prominence of cyberwarfare, the summit dedicated attention to the cybersecurity challenges posed by China. The Chinese government’s hacking program, aimed at stealing American intellectual property, has grown in size and scope.

However, its objectives go beyond intellectual property theft. The Chinese government’s ability to wreak havoc on critical infrastructure demands a comprehensive strategy to counter emerging cyber threats.

“Vetting your vendors, their security practices, and knowing who’s building the hardware and software you’re granting access to your network is crucial, so push for transparency into what vendors and suppliers are doing with your data and how they will maintain it,” Wray said.
