According to court documents, Findley obtained the victim’s identification card, Social Security card, and birth certificate in the 1990s. He then used this information to fraudulently obtain a Florida driver’s license, Social Security benefits, and Supplemental Nutrition Assistance Program (SNAP) benefits.

The case was investigated by multiple agencies, including the Social Security Administration – Office of the Inspector General, the U.S. Department of Agriculture – Office of Inspector General, Homeland Security Investigations, and the U.S. Department of Labor – Office of Inspector General. It was prosecuted by Special Assistant United States Attorney Matthew Del Mastro.
