Clearwater Business Owner Sentenced To Prison For Payroll Tax Fraud

CLEARWATER, Fla. – Linda Davis, owner of Majestic Seals & Stripes, Inc., a pavement maintenance company in Clearwater, has been sentenced to four years in federal prison for failing to pay over $700,000 in employment taxes.

Davis admitted to withholding taxes from her employees’ paychecks but instead of paying those taxes to the IRS, she used the funds for her personal use. She also failed to pay the employer’s portion of payroll taxes. In total, Davis failed to pay $557,249.62 in payroll taxes between June 2016 and December 2021.

In addition to the tax fraud, Davis also submitted a false IRS form to obtain a Paycheck Protection Program (PPP) loan of $161,800 for her company.

“When you work somewhere, you trust that your employer will do the right thing,” said IRS-CI Special Agent in Charge Ron Loecker. “For an employer to take advantage of their employees for their own personal gain in such a blatantly criminal way is downright shameful.”

Davis was ordered to pay full restitution to the IRS. The case was investigated by the Internal Revenue Service – Criminal Investigation and prosecuted by the U.S. Attorney’s Office.
