Senator Tom Cotton (R-Arkansas) introduced the Expel Illegal Chinese Police Act of 2024 Tuesday, a legislative effort aimed at curbing the activities of Chinese police departments and operatives allegedly operating on American soil. The bill also targets individuals linked to China’s United Front Work Department who are accused of using coercion or intimidation tactics against U.S. residents.
“No foreign government has the right to operate secret police stations on American soil. The Chinese Communist Party’s actions undermine international norms and human rights by circumventing legal extradition processes and engaging in intimidation tactics. This legislation sends a clear message: the United States will not tolerate illegal operations that violate our sovereignty and intimidate individuals living within our borders,” said Cotton.

The Expel Illegal Chinese Police Act of 2024 proposes the following measures:
- Sanctions on Chinese Police Institutions: The bill imposes sanctions on any Chinese police departments or institutions operating illegally within the U.S.
- Sanctions on Coercion and Intimidation Actors: Individuals and entities working under the control of the United Front Work Department to monitor, harass, or intimidate people in the U.S. will also face sanctions.
- Visa Revocation: Those involved in these activities would have their U.S. visas revoked, barring them from entry.
The legislation responds to reports that Chinese government entities have been operating covert “police stations” in various countries, including the United States.
These operations allegedly target Chinese dissidents, critics of the Communist Party, and other individuals abroad, pressuring them to return to China through unofficial and extrajudicial means.
If passed, the legislation would bolster U.S. efforts to safeguard national sovereignty and protect residents from foreign intimidation. The bill also emphasizes the importance of holding the Chinese Communist Party accountable for alleged breaches of international law.
The text of the bill is available for public review, and Senator Cotton is expected to rally support among his colleagues in the Senate to advance the legislation.
