Navy Reservist Arrested In Florida For Allegedly Bribing Official To Obtain Unauthorized Military IDs

A New York man and U.S. Navy Reservist has been arrested in Florida and charged with bribing a public official to obtain unauthorized military identification cards.

Raymond Andres Zumba, 27, of Staten Island, New York, was arrested on February 14, 2025, at Naval Air Station (NAS) Jacksonville. He is accused of paying $3,500 to an employee in the personnel office to issue real, but unauthorized, Department of Defense identification cards.

According to court documents, Zumba approached a confidential source in January 2025, inquiring about the possibility of obtaining the ID cards in exchange for cash. The source’s spouse worked at NAS Jacksonville in the office responsible for issuing the identification cards.

Under the direction of federal agents, the source agreed to cooperate with Zumba. Zumba drove from New York to Jacksonville with three individuals, including a Chinese national. He brought them to NAS Jacksonville after business hours, where the source’s spouse let them into the personnel office and began the process of issuing two ID cards.

The following day, Zumba met with the source, exchanged $3,500 for the two ID cards, and was immediately arrested. The unauthorized ID cards were recovered.

If convicted, Zumba faces a maximum penalty of 15 years in federal prison. He is currently being detained pending trial.

This case was investigated by the Naval Criminal Investigative Service and Homeland Security Investigations. Assistant United States Attorneys David Mesrobian and Michael J. Coolican are prosecuting the case.
