Russian And Uzbek Nationals Charged In Florida Voter Fraud Case

TAMPA, Fla. – A federal grand jury in Tampa has indicted two men on charges related to a conspiracy to submit fraudulent voter registration applications.

Dmitry Shushlebin, 45, a Russian citizen residing in Miami Beach, and Sanjar Jamilov, 33, an Uzbekistan citizen residing in St. Petersburg, are accused of conspiring to submit 132 fraudulent applications to the Pinellas County Supervisor of Elections in February and March 2023.

The indictment charges both men with one count of conspiracy and four counts of submitting fraudulent voter registrations. Shushlebin faces an additional two counts of making false statements. Each count carries a maximum penalty of five years in prison.

According to court documents, the fraudulent applications were submitted in names other than those of Shushlebin and Jamilov. The applications were sent in envelopes with identically formatted return address labels, including a shared typographical error. They also allegedly contained various indicators of fraud, such as repeating dates of birth and addresses, and nearly sequential Social Security numbers.

The indictment further alleges that the pair submitted change-of-address forms to the U.S. Postal Service to reroute mail addressed to the names and addresses on the fraudulent applications to three locations controlled by Shushlebin and Jamilov.

The investigation was conducted by the U.S. Postal Inspection Service, the FBI, and the Florida Department of Law Enforcement, following a referral from the Florida Department of State’s Office of Election Crime and Security.
