President Donald Trump has signed a new executive order aimed at ending COVID-19 vaccine mandates in schools and universities across the United States. Titled Keeping Education Accessible and Ending COVID-19 Vaccine Mandates in Schools, the order seeks to protect parental rights, religious freedoms, and personal choice by prohibiting educational institutions from requiring students to receive the COVID-19 vaccine as a condition for in-person attendance.
In the executive order, President Trump emphasized the importance of empowering parents and young adults to make informed decisions about their health without coercion.

“Parents and young adults should be empowered with accurate data regarding the remote risks of serious illness associated with COVID-19 for children and young adults,” the order states. “Threatening to shut them out of an education is an intolerable infringement on personal freedom.”
The order highlights the low risk of severe COVID-19 illness among children and young adults, arguing that vaccine mandates in schools are unnecessary and infringe on parental authority. It also notes that such mandates disproportionately burden students of certain faiths and beliefs.
The executive order outlines several key actions to end COVID-19 vaccine mandates in educational settings:
- Prohibition on Federal Funding for Non-Compliant Schools
The order establishes a policy that discretionary federal funds should not be used to support schools or universities that require COVID-19 vaccinations for in-person attendance. This includes elementary schools, secondary schools, local educational agencies, state educational agencies, and institutions of higher education. - Guidelines from the Secretary of Education
The Secretary of Education is directed to issue guidelines to educational institutions regarding their legal obligations related to parental authority, religious freedom, disability accommodations, and equal protection under the law. These guidelines will clarify the administration’s stance against coercive vaccine mandates. - Plan to End Coercive Mandates
Within 90 days, the Secretary of Education, in consultation with the Secretary of Health and Human Services, must develop a plan to end COVID-19 vaccine mandates in schools. This plan will include:- A list of federal grants and contracts provided to non-compliant educational institutions.
- Processes for preventing or rescinding federal funds from schools that continue to enforce vaccine mandates.
- Definitions and Scope
The order defines key terms such as “educational service agency,” “elementary school,” “institution of higher education,” and others to ensure clarity and consistency in its implementation.
