President Trump’s memorandum builds on a previous directive issued on January 21, 2025, titled Keeping Americans Safe in Aviation, which mandated a return to merit-based recruitment, hiring, and promotion within the FAA. The latest order requires the Secretary of Transportation and the FAA Administrator to:
- Review all hiring decisions and changes to safety protocols made during the prior four years.
- Take corrective action, including replacing individuals who do not meet qualification standards.
- Conduct a systematic assessment of any deterioration in hiring and safety standards during the Biden administration.
- Reverse concerning safety and personnel trends to ensure an “unwavering commitment to aviation safety.”
The President emphasized that the FAA’s primary focus must be on maintaining the highest standards of safety and competence. “Yesterday’s devastating accident tragically underscores the need to elevate safety and competence as the priority of the FAA,” the memorandum stated.
