China has announced a comprehensive plan to transform its education system and become a global leader in education by 2035. The ambitious blueprint, released on Sunday, aims to bolster the country’s “international influence” and support its modernization drive.
The plan, jointly issued by the Communist Party of China (CPC) Central Committee and the State Council, outlines a multi-faceted approach to strengthening education, with a focus on ideological leadership, talent cultivation, scientific and technological advancement, and international cooperation.

The plan emphasizes several key areas:
- Ideological and political leadership: Reinforcing the Communist Party’s control over education and ensuring ideological conformity.
- Talent competitiveness: Cultivating a highly skilled workforce to enhance China’s global competitiveness.
- Scientific and technological underpinning: Strengthening science and technology education to drive innovation and technological advancement.
- International influence: Expanding China’s influence in global education and promoting its educational model.
The plan also includes measures to address rising myopia and obesity rates among Chinese students, requiring a minimum of two hours of daily physical activity for primary and secondary school students.
This announcement comes amidst concerns about China’s efforts to influence education in the United States. A recent report by the U.S.-China Economic and Security Review Commission recommended increased scrutiny of funding flowing to American universities from China or Chinese entities.

China’s education system faces various challenges, including high costs, which contribute to financial burdens for many families. The country is also grappling with broader economic woes, including a struggling housing market, rising national debt, and weakening consumer demand.
The U.S. education system may also see significant changes under the incoming administration, which has vowed to “save American education” and implement reforms.
The announcement of the education plan follows recent discussions between U.S. and Chinese leaders on various issues, including trade and the social media platform TikTok.
