U.S. Senator Marsha Blackburn (R-Tenn.) and U.S. Representative Claudia Tenney (R-N.Y.) introduced a comprehensive legislative package Wednesday dubbed the “DOGE Acts” (Department of Government Efficiency Acts), aiming to streamline government operations and curb wasteful spending.
These proposals align with President-elect Donald Trump’s newly announced Department of Government Efficiency (DOGE), which will be spearheaded by entrepreneurs Elon Musk and Vivek Ramaswamy.

“The American people have had enough of bloated bureaucracy and wasteful government spending,” said Senator Blackburn. “The DOGE Acts are our first step toward creating a leaner and more effective government by cutting costs, decentralizing federal power, and ensuring accountability for taxpayer dollars.”
Representative Tenney echoed these sentiments, highlighting the new Congress’s commitment to advancing the incoming Trump administration’s “Make America Efficient Again” agenda. “Under President Trump’s leadership, we are ready to work with Elon Musk and Vivek Ramaswamy to eliminate waste, relocate agencies, reform outdated structures, and ensure government employees are held accountable,” Tenney said.
The DOGE Acts: A Legislative Roadmap
The DOGE Acts comprise five pieces of legislation designed to reduce federal spending, decentralize agency power, and ensure federal employee accountability:
- The Federal Freeze Act
- Imposes a one-year freeze on federal civilian employee salary increases.
- Caps federal workforce numbers for three years, aiming to downsize agencies.
- Exempts employees critical to law enforcement, national security, public safety, and public health.
- The Commission to Relocate the Federal Bureaucracy Act
- Proposes relocating non-national security federal agencies out of Washington, D.C., based on cost efficiency and regional industry alignment.
- Aims to decentralize federal power and bring agencies closer to everyday Americans.
- The Federal Employee Performance and Accountability Act
- Establishes a performance-based pay system to reward high-performing federal employees.
- Focuses on bolstering efficiency and accountability while exempting agencies tied to national security or public safety.
- The Stopping Home Office Work’s Unproductive Problems (SHOW UP) Act
- Mandates a return to pre-pandemic telework levels within 30 days.
- Requires federal agencies to gain Congressional approval for permanent telework expansions.
- This bill previously passed the House.
- 1%, 2%, and 5% Across-the-Board Spending Cuts
- Introduces incremental spending cuts to non-security discretionary budgets starting in Fiscal Year 2026.
- Excludes critical agencies like the Department of Defense, Department of Homeland Security, Department of Veterans Affairs, and National Nuclear Security Administration.

“Government inefficiency and bureaucracy cost taxpayers billions every year,” said Senator Blackburn. “These bills are the foundation for meaningful reform that will put the American people first.”
The DOGE Acts represent a cornerstone of the incoming administration’s strategy to overhaul government operations and prioritize fiscal responsibility. With support from key lawmakers and backing from President-elect Trump, this legislative package is set to spark significant debate as Congress reconvenes in 2025.
