Project Details:
The One Water – South Wastewater Conveyance and Treatment project is a critical component of the County’s Water Resources One Water Program. This comprehensive plan includes the design and construction of three major elements:
- One Water Campus Advanced Wastewater Treatment Facility (AWWTF): A state-of-the-art facility designed to meet the region’s wastewater needs until 2050. This facility will also produce reclaimed water for irrigation and other beneficial uses. The AWWTF will be located near the Southeast County Landfill on Balm-Picnic Road.
- Balm Road Super Pump Station: A high-capacity pump station that will transport wastewater from the existing system to the new One Water Campus AWWTF.
- New Pipelines:
- A large-diameter force main will convey wastewater from a connection point near U.S. Highway 301 to the new treatment facility.
- A new reclaimed water main will transport reclaimed water to the County’s designated service area.
- A new force main along Balm Riverview Road will transfer wastewater from a connection near Big Bend Road to the Balm Road Super Pump Station.

Project Funding and Timeline:
- This $671 million project is funded through the Hillsborough County Board of County Commissioners-approved Water Resources Capital Improvement Program.
- Construction is anticipated to begin in 2025 and be completed by 2028.

The County is committed to keeping the community informed throughout the project’s design and construction phases. This includes proactive communication about:
- Pipeline routes
- Construction activities and potential impacts on motorists, property and business owners, residents, and tenants.
