NATO Secretary General Mark Rutte has condemned the deployment of North Korean troops to Russia’s Kursk Oblast, calling it a “significant escalation” and a “dangerous expansion” of the conflict in Ukraine.
Rutte’s announcement follows reports from South Korean intelligence officials who shared evidence of North Korean military units operating in the region. This deployment violates UN Security Council resolutions and marks a concerning development in North Korea’s involvement in the war.

Ukrainian intelligence has also confirmed the presence of North Korean personnel in Kursk Oblast, though they have not yet engaged them in combat.
NATO is calling for an immediate halt to this deployment and for both Russia and North Korea to comply with international law. Rutte plans to meet with South Korean President Yoon Suk Yeol and Ukrainian Defense Minister Rustem Umerov to discuss the situation further.

The involvement of North Korean troops in the conflict raises concerns about the potential for further escalation and the widening of the war’s scope.
