A Florida man and former member of the U.S. Air Force, James Loubeau, 36, of Miami, has been indicted on charges of sexual assault stemming from an incident at Royal Air Force Mildenhall in the United Kingdom in 2019.
The indictment alleges that Loubeau sexually assaulted another service member on May 4, 2019.
Although Loubeau was discharged from the Air Force in 2020, the charges were brought under the Military Extraterritorial Jurisdiction Act, which allows for U.S. prosecution of certain offenses committed abroad by former military personnel.

Loubeau faces a maximum penalty of life in prison if convicted.
This case is being investigated by the Air Force Office of Special Investigations and the FBI, and prosecuted by the U.S. Attorney’s Office for the Southern District of Florida and the Department of Justice’s Criminal Division.
