ICE Boston Arrests Haitian National In Brockton For Raping Child In Shelter After Court Release

A 26-year-old Haitian man accused of aggravated rape of a child was arrested by U.S. Immigration and Customs Enforcement (ICE) on August 13th.

Cory Bernard Alvarez was taken into custody near his Brockton residence after being released on bail by a local court despite an ICE detainer request.

Alvarez, who entered the U.S. legally in June 2023, was arrested by Rockland Police in March on charges of aggravated rape of a child. ICE lodged an immigration detainer against him, but the Plymouth County Superior Court released him on a $500 bond in June, refusing to honor the detainer.

“Cory Bernard Alvarez has been charged with victimizing a minor in a Massachusetts migrant shelter,” said ERO Boston Field Office Director Todd M. Lyons. “He will have his day in court and ERO Boston will continue to cooperate with the criminal court system in Massachusetts, but we cannot allow any significant noncitizen threat to the children of our communities to potentially reoffend. ERO Boston will continue to prioritize public safety by arresting and removing egregious noncitizen offenders from New England.”

ICE detainers are requests to local law enforcement to hold individuals for up to 48 hours beyond their scheduled release, allowing ICE to take custody for deportation proceedings. ICE argues that detainers are essential public safety tools, ensuring the removal of noncitizens arrested for criminal activity.

Alvarez remains in ICE custody pending removal proceedings. The case highlights the ongoing tension between some local jurisdictions and federal immigration enforcement efforts.
