Gabriel Mejias, 29, of New Windsor, N.Y., was taken into custody after the 1:38 p.m. incident, which occurred in the 400 block of South Gulfview Blvd.

The phone was being held under the divider that separates the two sides.

Police say the woman ran out and confronted Mejias, who was trying to get away.

Police say the victim and a friend convinced the man to delete the video before police arrived on the scene.

Mejias admitted to officers that he videotaped her, and he surrendered his phone as evidence to be searched.
