HILLSBOROUGH COUNTY, Fla. – The Hillsborough County Sheriff’s Office arrested two convicted felons for having guns, drugs, and violating probation.
HCSO recently received a tip about Devin Belcher, 27, regarding violation of probation terms. Through investigative means, detectives learned that Belcher’s activities involved firearms, ammunition, and narcotics.
On November 22, 2023, detectives located Belcher in his vehicle at a local Wawa and conducted a traffic stop when he pulled into the parking lot of Hush Gentleman’s Club.
During the search of his vehicle, detectives discovered a quantity of marijuana and more than $6,000 in cash on Devin Belcher. A further search of the vehicle unearthed a bag containing a substantial amount of cocaine and fentanyl.
Notably, a bag at the passenger’s feet contained a Glock and prescription pills. The passenger was Rafael Lugo Toucet, 43, a five-time convicted felon. Toucet was charged with Felon in Possession of a Firearm and Possession of Drugs without Prescription.
Following these findings, detectives obtained a search warrant for Belcher’s home and located a cache of weapons and ammunition.
Belcher now faces a multitude of charges, including Violation of Probation, Trafficking in Fentanyl, Possession of Cocaine with Intent to Sell, Felon in Possession of a Firearm, Possession of Cannabis less than 20g, and Possession of Drug Paraphernalia.
