Clearwater City Council Receives Presentations On Downtown “Bluff Properties”

CLEARWATER, Fla. – Three development concepts for the former City Hall and Harborview sites known as the “Bluff Properties” were received from GSP Development, Elevate Clearwater, and The Bluffs.

All three teams will present their proposals at a special City Council work session Monday, June 13 at 8 a.m. in City Council chambers, in the main library, 100 N Osceola Avenue.

The city’s call to developers required they propose a development with the following minimum requirements: a condo and apartment component with at least 150 rental units, ground-floor elements with retail, civic and cultural uses for the public, and Leadership in Energy and Environmental Design standards.

The development would go on the 2.6-acre vacant former City Hall site and the 1.43-acre former Harborview Center site, both of which border the 22-acre Imagine Clearwater project in Coachman Park, that is undergoing an $84 million facelift.

Because both properties are protected by the City Charter, any plan selected by the council must be approved by voters in a future referendum which is being planned for November.
