90 Dogs Saved In Massive Animal Rescue Operation In Citrus County

CITRUS COUNTY, Fla. – In a collaborative effort involving the Citrus County Sheriff’s Office (CCSO) Animal Control Unit and Citrus County Animal Services, 90 dogs were rescued from a Hernando home under deplorable conditions. The homeowner, 79-year-old Elouise Leland, was arrested and faces multiple animal cruelty charges.

Animal Control Officers (ACO) described the living conditions both inside the home and on the property as “deplorable” and “severe.” This is not the first time Leland has come under scrutiny for her treatment of animals. In 2013, she received multiple civil citations for inhumane living conditions related to livestock and pets.

The rescue operation was triggered by a routine check-in by ACOs, who observed several dogs with obvious medical ailments and inadequate living conditions. Leland was given notice to correct the issues, but when deputies and ACOs returned to the residence, the conditions had significantly worsened, including the discovery of a deceased dog.

“Because of the incredible partnership between the CCSO Animal Control Unit and the Citrus County Animal Shelter, one of the largest animal seizures in Citrus County in recent years was executed successfully,” said Animal Control Unit Supervisor Lora Peckham. “These animals are now receiving the medical care and humane treatment they have needed and deserved for years.”

The collaborative team worked tirelessly to safely remove all 90 dogs from the property, providing immediate care and transportation to a secure location for evaluation and treatment.

“These animals have endured unimaginable suffering, and we are committed to ensuring they receive the care and compassion they deserve,” said Citrus County Animal Services Director Colleen Yarbrough.

Leland was arrested on one felony count and five misdemeanor counts of animal cruelty, with additional charges pending the results of forensic intake exams.
