In a move aimed at reducing government bureaucracy and refocusing federal resources on taxpayer priorities, President Donald J. Trump signed an executive order on Monday to eliminate the Federal Executive Institute (FEI).
Established over 50 years ago during the Lyndon B. Johnson administration, the FEI has provided leadership training to federal employees, but the Trump administration argues that it has contributed to the growth of an entrenched managerial class in Washington, D.C., rather than serving the American people.

The executive order, titled Eliminating the Federal Executive Institute, outlines the administration’s policy to cut programs that do not directly benefit the American public or advance national interests. “It is the policy of my Administration to eliminate, to the greatest extent permitted by law, executive departments and agencies and programs that do not directly benefit the American people or further our Nation’s interests,” the order states.
The FEI, which was created to train federal leaders, is described in the order as a symbol of bureaucratic excess. “Bureaucratic leadership over the past half-century has led to Federal policies that enlarge and entrench the Washington, D.C., managerial class, a development that has not benefited the American family,” the order reads. “The Federal Executive Institute should therefore be eliminated to refocus Government on serving taxpayers, competence, and dedication to our Constitution, rather than serving the Federal bureaucracy.”

Under the order, the Director of the Office of Personnel Management (OPM) is tasked with taking all necessary steps to eliminate the FEI in accordance with applicable law. Additionally, the order revokes all prior executive branch documents that established or required the existence of the FEI, including a 1968 presidential memorandum and provisions of a 1967 executive order related to government employee training.
The order also includes provisions to ensure that its implementation does not interfere with the lawful authority of executive departments or agencies, nor does it affect the functions of the Office of Management and Budget (OMB) regarding budgetary or legislative proposals. It explicitly states that the order does not create any enforceable rights or benefits for any party.
The decision to eliminate the FEI has drawn mixed reactions. Supporters of the move argue that it aligns with the administration’s broader efforts to streamline government operations and reduce wasteful spending.

“This is a step toward making the federal government more efficient and accountable to taxpayers,” said a White House spokesperson. “The FEI has become a symbol of bureaucratic bloat, and its elimination will help refocus resources on programs that directly serve the American people.”
The elimination of the FEI is part of President Trump’s ongoing efforts to reduce the size and scope of the federal government. Since taking office, Trump has prioritized cutting programs and agencies deemed redundant or ineffective, often framing these actions as necessary to protect taxpayer dollars and promote efficiency.
