President Donald Trump has signed an executive order aimed at expanding access to in vitro fertilization (IVF) and reducing the financial burden on families seeking fertility treatments.
The announcement was made by White House Press Secretary Karoline Leavitt in a post on X, formerly known as Twitter, with the message: “PROMISES MADE. PROMISES KEPT: President Trump just signed an Executive Order to Expand Access to IVF!”
The executive order comes as millions of Americans have struggled with the rising costs of fertility treatments, making it difficult for many couples to pursue options for starting or growing their families.

“IVF. I’ve been saying that we’re going to do what we have to do, and I think the women and families, husbands are very appreciative of it,” President Trump said during the signing ceremony.
Key Provisions of the Order
- Purpose and Policy: The executive order highlights the importance of making IVF more accessible to Americans. It states that public policy should ease the burden on hopeful families by reducing unnecessary statutory or regulatory obstacles that contribute to the high cost of fertility treatments.
- Lowering Costs and Reducing Barriers: Within 90 days of the order’s issuance, the Assistant to the President for Domestic Policy is directed to submit a list of policy recommendations. These recommendations will focus on protecting access to IVF and aggressively reducing out-of-pocket expenses and health plan costs associated with the treatment.
- General Provisions: The order clarifies that it will be implemented in accordance with existing laws and the availability of appropriations. It also states that the directive is not intended to create any enforceable rights or benefits for any individual or entity against the United States government.
The order tasks the Domestic Policy Council with evaluating existing barriers to access and affordability of fertility treatments, including in vitro fertilization.
It calls for recommendations on policy measures that could lower costs for consumers, improve insurance coverage, and expand access to cutting-edge reproductive technologies.
